Off Duty Agent

The Off Duty Agent is a passive Cruelty Squad agent loitering in Mall Madness. He is wearing a shirt that says "Cruelty Squad" on the back in red lettering. He can be found perusing the PUNISHMENT store near where the protagonist begins the mission.

He is identical in appearance to the Cowardly Agent in Sin Space Engineering. It's possible these are meant to be the same characters.
