Number One is the Head of Human Resources and one of the targets of Office mission. They wear a green rubber mask (not unlike that worn by the High Priest and the Landlord) and reside in their office on the subdivision of the building labeled with a 1. It is presumed that they are one of the "four sub-archons" mentioned by The Handler during the mission briefing.
Number One's dialogue seems to indicate that their position over humans as a resource has given them a sense of self-deification. Some of their language and imagery is also mimicked in the epilogue text of Ending 1, indicating that the protagonist has achieved a dream similar to Number One's in Ending 1.

- Number One may be the same character as the Pentagram House Resident.
- His green mask may be a status symbol that is based on great wealth. It is seen only worn by people who have control over others, and carries a third eye. Whether this is a reference to the Triagons is not certain.
