The downstairs neighbor is an NPC on the Apartment Atrocity mission. His apartment is directly below the player's and houses no enemies inside. A Stern AWS 3000 sits beside him on his dining room table.
He has converted his bedroom closet into a cage and trapped a woman inside it.

- His sniper rifle on the coffee table seems to imply he is either planning to fire out of his window, or that it his home defense weapon.
- Because he is "crafting a new splurtchain" before realizing the Protagonist is near him, it seems to imply he is "splurting" his opinion in a recorded message, in portmanteau with "-chain" from "blockchain" means he may make his income by literally selling his comments and opinions online.
- The neighbor's prisoner cannot be freed. What exactly her fate was intended by the neighbor is unknown, as he does not mention her, and her fate is determinant on player choice. If spared, whether she is freed by the police or not is unknown.
- He is a parody of the "blackpill" nihilist.
