The Cult of Order are a hostile faction in the world of Cruelty Squad. They operate out of a police department and show up when seemingly untouchable targets are attacked. Since they are essentially a privatized police force, they are subject to all the terrible corruption and power abuses that go along with that. The role, explicitly stated according to the Androgen Assault mission briefing, is to impose the Cruelty Squad organization and other corporations' desires on the populace. It's also quite obvious that law enforcement is incredibly violent at any given moment, looking for any justification to put people in jail (like looking in on someone while they're naked through a window), and in the case of the police chief you're tasked with eliminating, getting high on drugs the Narcotics Unit confiscated and turning into a huge acid-throwing flesh machine.
In Apartment Atrocity and Casino Catastrophe the Cult of Order police show up in their cop cars to personally attack the Protagonist.
Variants[]
Revolver Cop[]
Revolver cops are gunmen wearing full blue police outfits and blue caps. They will run after the player on sight and attack with a New Safety M62.
The revolver cops are plentiful during police raids, but otherwise are mostly found in small isolated pockets tucked away in maps.
Shotgun Cop[]
Shotgun cops are a variant with no blue cap and armed with the Balotelli Hypernova.
Shotgun cops can often be found in all of the same places you can find revolver cops.
Sniper Cop[]
In Apartment Atrocity there is a Sniper Cop on the rooftops across from the Protagonist's apartment on Hope Eradicated difficulty. He uses a Stern AWS 3000 and looks almost identical to the Shotgun Cops.
Gasser Cop[]
In Alpine Hospitality there is a unique cop in the lobby of the resort wielding a Riot Pacifier. He's flanked by two Shock Troopers.
This enemy is essentially a reskin of the Swamp Gasser. Aside from retaining the baggy pants, the reskin renders him otherwise indiscernible from a Shotgun Cop or Sniper Cop.
Necromechs[]
The Necromechs wear Cult of Order vests and can be seen aiding the police particularly in Mall Madness and Apartment Atrocity.

- The Cult of Order Police Department seems to be an international cult, and has replaced Law Enforcement from a secular element of governance into a religious zealotry. Rights of prisoners seems near to nothing, as prisoners at the Cult of Order Police Department are stuck in stone dungeons for days; tortured, connected to an always surveilled hallway. They get no beds, toilets, or seats. An imprisoned Cruelty Squad agent claims despite their surface zealotry, that "The police department is a business like any other."
- Despite the sense of government decay across the story, it seems that the Cult of Order still owes allegiance to the local governments of their homes. The Handler, a private contractor, has no ability to suppress the police during M.T. Foxtrot's missions. However, the governments do seem to be willing to grant law enforcement to private groups, rendering their independence from corporations moot.
- There is a period of time when Cruelty Squad had power over the Cult of Order, until the liquidation of Mark and Magnus. From then, the relationship between the Cult and Cruelty Squad was icy, breaking off after the assassination of Bill Gurney.
- The inclusion of a Narcotics department implies that drugs are still regulated in Cruelty Squad, despite a seemingly free-market society in terms of organs, stock exchange, body modification. The laws even have loopholes, such as the ZZzzz Special Sedative grenades being a popular drug that are legal - because they are legally classified as a weapon.
