Governor Bill Gurney is one of the player's targets on the Mall Madness mission. The player is set to take him out during a heavily guarded political rally, during which Gurney stands in a bulletproof glass box.
The Handler explains in the mission briefing that Gurney is a target because of his idealistic stances against multinational corporations and monopolies. This is reflected in Gurney's dialogue.

- Governor Bill Gurney is not a particularly popular politician among wealthy people, and it is echoed by some civilians at the mall, who will complain that he is planning to make like life "hard for people of wealth".
- Despite Governor Gurney's rally, many civilians are upset by the rally due to its proximity to Donut World, which is overrun by cops on duty. They do not care too much about what Gurney talks about, as none of them engage in his ideas.
- Gurney is the most left-leaning character in the game, and could be considered a "revolutionary". This is likely why he is ordered to be executed.
- It is unknown what government Gurney represented, as the location of Cancer City is never specified, or rather, maybe is spans many places. Considering it is an "ancient Megamall" in the 22nd century and there is a legislative office known as "Governor", this may be one of the few levels that takes place in America.
